Depends a great deal on the managers own style.
Nobody can run a modern corperation in detail. How far into the detail one person can run things depends on what they consider important. Some just outline in broad strokes what they want and count on hiring the right people to make it happen. Some try to set narrow boundries of performance and say exactly how it will be acomplished.
Some are leaders who show the underlings how to do it and some are tyrants who feel the only way to motivate is shear fear and terror. The screaming boss style. Somebody screams in my face I will rip their throat out like a wolf.
Not many are willing to take a chance on #1 not being taken care of no matter what happens.
In a way I don't blame them because in a lot of companies in trouble the middle management nods their head and agrees and then does what ever they want as soon as you are out of sight - so unless you strip out everyone and start fresh there is no hope of changing a corperate culture. How do you strip out everyone who knows the business and still keep going? There is no way in the world to tell which employees are really working and which ones are a drag on the system.
They all will lie like crazy to cover their butts and shift blame.

I think with some companies it can depend on the board of directors. For example the company that laid me off in May had given the president of our division a 2 million dollar bonus. When he was questioned by employees at another site, on how could he take such a big bonus and then layoff over 150 people in Jacksonville, his response was the board of directors gave it to me.
