Federal law requires that precincts "upgrade" voting equipment. One of the chief contenders, a 'paperless' system which doesn't provide for any voter verification of the vote cast or recorded may be subject to hacking which would enable tailoring election results at will.
How perfect! No more risk of televised police roadblocks keeping black voters from the polls, no more risky recounts. Everybody votes and the vote is put wherever it's needed. Why, these could shelve the need to fabricate a situation requiring the declaration of martial law!

"Every election system we've ever created has had someone rig it, but it's been only on a local basis," said Bev Harris, author of "Black Box Voting: Ballot-Tampering in the 21st Century. "Now it only takes one programmer to insert malicious code into a computer system that runs election machines all over the country."
Although we have made the dubious progression from stuffing the ballot box to malicious code, it's clear that even with the most sophisticated equipment, the concept of buying a victory at the polls is still possible.
