Either I'm really confused, or PayPal still has not learned the definition of "free" yet. Could that be possible?

On the PayPal "Policy Changes" page is this post:

International Payments Free for Domestic Users

PayPal plans to introduce the ability to send money to, and receive money from, international users in 26 countries by Halloween. There will be no additional fees for domestic customers to send or receive international payments.


Is it "free"? (Please note: It says "Free for DOMESTIC USERS", not "Free for PERSONAL ACCOUNTS" ) Or is it "no additonal fees"? Also, does this imply there will be a charge for international users? If so, will that be a charge to make payments, receive payments, or both?

My guess is that they wont charge any fees but convert the foreign currency at US rates. If something is supposed to cost $100 CA they will charge $100 US and keep the difference. After all, if "always" means sometimes and "never" means "except when we feel like it" and "free" means "fee" then how hard is it to justify that a "dollar" is a "dollar" no matter which currency it's in?

1. Free = spelling error we put the r in by mistake please forgive us

2. personal account = any person can have an account until the collect money then they are a business

3. .25 + 1.9% after $15 = Just our way of saying thanks and double charging the first $15

4. 1.9% for balance payments = Sorry we are not getting enough intrest on the $5 million of our daily balance so we must charge you for this also

5. $1.50 for sending a check = just our way of trying to get into your checking account so we can screw it up also

6. 1.9% for bank balnace transfer = why not charge for this also we wouldn't want ya to feel left out

7. e-mail support = send us an e-mail and if it's a question that we can answer without purjoring ourselfs further we may or may no answer

8. phone support = please leave the entire day free so we can put you on hold and tell you that part of the office is not in this building and you don't have that number

9. PPdamon = the poor soul the exciled to this board to put up with all this and the only paypal memeber that will givce answer be it a cookie cutter answer or not.

Please note these are just my interperetations of the above definitionsand in no way represent an actual definition . Just one man's humbel opinion :0)
