I knew this was going to happen! Being charge twice. Here's what happen. A New Paypal users who won on my auction and pay using Paypal to me (the seller) made a mistake by entering the transaction twice. So I was charge a Paypal fee twice. So I send one of her payments back, but did not receive a refund on my fee from paypal . Now how in the world will Paypal fix this! If I send the winning buyer her refund back less a paypal fee, she will leave bad feeback on me. In this case with a mistake like this will Paypal need to be informed all the time!
Something more sould be in place for this problem. Paypal need to wake-up and have these problems figured out before placing fees! They will lose me real fast if a refund for my fee is not send ASAP!.

Not only that -- if she has a premier/business account, she will be charged the fee yet again.

Fees for the payments are not available for refund at this time, even in the event of a double-payment.

I'm afraid that I have to agree with PayPal on this one. Your customer sent two payments, so PayPal is entitled to two fees. It was the buyer's mistake so the buyer should pay the second fee (deducted from your refund).
This is the same as if the buyer had mistakenly sent two money orders for the same auction. If you return one of the money orders, should the post office have to return the fee and refund your postage?

Paypaldamon - Here we go again!, As I said I email your company (Paypal) About my refund for the double fees. They said "I do apologize for the inconvenience. Fees on transactions are not refundale." This was a double charge for one transaction. WAIT a second I was now informed the Buyer of my winning auction was also charge a fee for me returing the refund fee, due to the twice send fee. So for ALL you paypal Sellers and Buyers out there you NOW will be charge a Fee for refunding when using PAYPAL. Three fees for ONE transaction. Thats $.25 cents per transaction (3) plus 5.7% interst. My auction of $25.15 cost $2.19 Paypal fee!
More fees are coming!

Paypaldamon - Here we go again! and again! - As stated above about my triple Paypal fee charge!. The refund send by me to the Buyer was charge a fee. Wait a second the money use for the refund was in my PAYPAL account, NO Credit Card Company was involve. So why was a fee inserted. Who can answer this who does not work for Paypal.

I could look at the records to see what you are referring to, but I would need your account email address to do so.
Payments to Business Premier Accounts are charged a fee.
This fee applies on all incoming transactions.
Sending the money back would not be charged a fee, but the fees are not refundable if you are sending money back.

OK - hypothetical situation.
Mary sends John $20 for an auction. John pays a fee as this is an incoming transaction to him. Mary goofs and sends another $20 in error. John pays another fee as this is another incoming transaction to him. John refunds Mary the erroneous $20. Mary pays a fee as this is an incoming transaction to her. Result analysis seems to indicate that PP has charged 3 fees - 2 to John and 1 to Mary. Am I missing something? Does PP stand by this as being perfectly proper? Perfectly legal, perhaps. Perfectly ethical - not on your life!

This wouldn't be a problem if the recipient had a way to refuse a payment. Then no one would have to send money back and incur a fee. One could simply refuse the money.
It's really very easy to mistakenly send a transaction twice via PayPal and it happens more often than you might think. This really needs to be fixed.

They could allow you to select a transaction and have a "refund" button, which would return the funds the entire payment to the buyer. Certainly seems reasonable to me. Before the fees, I refunded a buyer $300 for a transaction that he had paid with Paypal. If there had been fees, this would have cost an extra $11+. Considering that I had already lost listing fees (including featured), I would not have been happy.

Hi! everyone this is cmsspu who started this story! My #'s show this happen about 60+ times a day. This is another float of money paypal is keeping. They said their working on this problem, by rejecting a second payment when all seems to be the same. But for NOW my transaction fees can not be refunded!. Why in the world didn't they see this coming. I did last week. A big company like paypal - where are their thinkers?
How many more fees will there be!
