Damon, there is a post on the Yahoo thread from a buyer who paid through PayPal and never received the merchandise. It states that when PayPal was contacted about it, the e-mail response received stated that there is a $25 minimum for the Buyer Protection Guarantee. This is the first I've heard of this and it is not stated in the guarantee posted on the x.com website. Is this accurate?

Regardless of the TOSOTD (TOS of the day) Paypal employees make up the rules as they go along. I know a buyer who paid over $100 for merchandise that never showed up. The seller registered with a fake name and address, indicating that this is a premedidated fraud. Not only did PP say there was nothing they could do, the seller's PP account was still active two months later. http://www.ygoodman.com [email protected]

I'm not asking about a fee, sorry if I didn't make that clear....I'm talking about a minimum transaction amount. For example, if I buy an item for $19 from an auction and the buyer does not ship, would that be covered or is there a minimum $25 transaction required?
