Sellers are not allowed to charge a "surcharge" for using paypal or credit cards. It is just like charging a surcharge for accepting credit cards, in the state of CA that is unlawful. You can complain to eBay and also let the seller know. They should drop the issue, and when you complaign to eBay they will get warned.

Without going into the question of whether it's right or wrong to charge for accepting PP, one thing is clear: it's definitely wrong to add a fee that is not mentioned in the auction and it's definitely against ebay and paypal to charge for accepting paypal. So email the seller and tell him/her that what they are doing is wrong and if they don't drop the fee, they might find themselves NARUd from ebay and with a closed PP account.
