Someone wants to pay me using Paypal, and they live in Hong Kong. Hong Kong is listed as an acceptable contry, but will this make it safe, and will I be covered as a seller?

No, you will not. USA only.

If its a fair amount$$ wise, use Bidpay, no charge back worries there.

Do they have decent feedback? Its up to you how much risk that you can live with. Other than that billpoint, paypal is fine.
