From reading a post over at the eBay Outlook board, someone is being harrassed by someone who is sending pennies to her so that she is charged fees. The harrassing party is both verified and confirmed.
This leaves the seller with no option except to change her email address and not use the instant payment option on her auctions.
Suggestion 1: Make ALL transactions accept/deny for the seller. While in the short run, PP might lose some of those fees, in the long run there will be fewer sellers jumping ship for c2it, etc.
Suggestion 2: Give sellers an option to block people. This isn't quite as good because as on eBay, a harrassing party could just go get another email address. But it's something.

thanks Sadie - that's me and I just posted here, didn't know about this board.
I agree with the suggestions. I feel I may have to get rid of my paypal logo now on my account and have the seller email me for it and change my email. This really upsets me as paypal is my main form of payment and most pay asap before I even send the notices.
