Here are the approved countries that can get a PayPal account. Hong Kong is one of them.
If you don't want to accept international PayPal payments here's a suggestion. Log on to your PayPal account, click on 'profile' then click on 'preferences' then 'payment recieving preferences' then on the preference called 'Payments from International Users' select NO and save your preferences. International users will not be able to send you payments.
Chargebacks can occur with international users but the odds of an international user using a stolen card is VERY, VERY, low as they have to confirm numbers they recieve on their credit card statement before they can get an account. So to use a stolen card you'd also have to intercept the credit card bill from the person's mailbox.

I was looking at the international part in PayPal, and it said something to the effect that you are not protected under the Buyers Protection Plan with Int'l payments, even if they are verified. It said that their being 'verified' is not the same as U.S. verified. (and don't quote me on that, that is not the exact wording )

The problem with international credit card payments is they can't be verified by AVS. I believe PayPal has the best method of verifying international credit card users are indeed the legitimate holders (I'd like to hear of one better if there is.) PayPal makes it time consuming for an international user to register with PayPal but they make it damn near impossible for a stolen credit card to be used.
I'd go with the buyer's feedback, actions, and amount of the purchase in my decision.
