Hi,

I was defrauded by a Paypal user. He was not a verified one. I paid $75 with my Paypal account, and $175.00 with my credit card. I've filled a Buyer complaint 3 days after the payment (case ID #203499) , smelling something fishy. The seller doesn't return any of my e-mails.
I'm still waiting for Paypal's answer, if they could get any money back. Since I filled the buyer's complaint 3 days after payment. I hope they can freeze the check.
That guy also defrauded 3 other buyers from a DVD sell/trade forum. I've trace the IP address to his home PC and filled a Fraud Complaint thru the FBI. So my question is, since I paid with my credit card, should I dispute the charge with my CC company and have a portion of my money back if Paypal cannot get any of my money back ? Has anyone done it before ? If Paypal is loosing money in the transaction, they might be more actively pursuing the frauder than I am capable of ?
Now I fell like a sitting duck. Does anyone here for for Verizon DSL ? I've an IP address and need the info Name/address of the user. So I can file a Fraud complain to the local authority and get this loser in jail.

Please wait for a response from the Buyer Complaint team before filing a chargeback (per our terms of use). The process does take around 30 days to investigate, but most card companies have a 60-day window for filing a chargeback.

What is the Buyer Complaint Process?

PayPal's Buyer Complaint Process helps protect PayPal members when a merchant does not deliver goods as promised. If you have been unable to resolve a dispute with a seller, you may file a Buyer Complaint Form (go to the Security Center link in the footer of any PayPal page) to initiate an investigation. PayPal will investigate your complaint and attempt to recover any funds you are owed. You will be entitled to the return of any funds PayPal is able to collect on your behalf. However, fund recovery is not guaranteed.

Additionally, buyers who qualify for eBay's insurance policy (currently limited to $200) may recover up to an additional $200 of protection from PayPal if their purchase was made from a verified PayPal seller.

Yeah do like Pay(meafee)pal says wait 30 days, then when you hear nothing email them, then when you hear nothing, ask Damon again, and he will "look into it", then when you still get no results it will be too late to do the chargeback.
Do the Chargeback NOW, If you are sure the seller is not going to ship your item.

Can't imagine how it could take thirty days. It seems like a delay tactic. Read some of the other posts here about the effect of waiting for paypal to investigate.

Waiting 30 days doesn't compromise one's position with respect to the credit card company.

We have never read a complaint here about anyone who was delayed by PayPal until it was "too late" to invoke their rights with respect to credit card protection.

Actually, what we occasionally do see is that someone was able to invoke such rights well beyond the minimum required by law, somewhat to the dismay of sellers.

Now I am pissed. I've waited for more than 30 days and now I get back to Paypal and do a query on my claim status. It always say invalid transaction ID. Even though I use the same transaction ID to to submit my claim.
Paypaldalmon ? Are you there ?? Could you give me the status or any information before I go to my credit card and dispute the charge ? I'm not happy with Paypal at all

Frustrated Paypal user.
