Here is the answer, guess what I am about to do.
Yep, I got taken again by a seller on eBay. Their seller ID is even narued already. I am going to file my Buyer Protection claim with PayPal. This time I used a credit card to get the funds, I will win this one either way.

I got my answer Yesterday. Here it is.
Our investigation has revealed that the seller is at fault; as
a result you are due a refund. However, we regret to inform
you that we were unable to recover funds from the sellers account,
as the seller's account balance is $0. If this transaction occurred
on an auction site, we encourage you to contact that auction site,
as they may provide you with insurance coverage.
At least I get the last laugh on this one. I used a credit card. So now I do the charge back.
I figure the amount of the charge back, 30.50 I pay in fees to paypal in about a week. I will let you know if they kick me off. Acording to their rules if I charge back they will boot me.

Glad to hear you got one on paypal maybe many more will realize how to make them pay.It's time to make a stand.We will be going to arbritration next month and I believe we can prove fraud on thier part.One way or the other I will be asking asking my attorney generals office to file action under the RICO act.My county A.G. says there's a good chance of prosecution.

I wonder why they didn't encourage you to file a chargeback with your credit card company, as they will recover your money. It couldn't be because that course of action would cost PayPal money, could it?
