HAH I GOT A BETTER ONE THEN MOST! PAYPAL JUST RESTRICED MY ACCOUNT AND THREE DAYS AGO THEY ASKED ME TO SET UP A RESERVE AND I AGREED NOW HAVE $1800 FROZEN IN MY PAYPAL ACCOUNT HERE IS THE STORY LINE TO DATE!

Dear Joe Richey,

PayPal is constantly working to increase security for
all of our users. To ensure the integrity of our payment
network, we conduct frequent checks on our system.

Your account has been placed on a restricted status, pending
further review. Restricted accounts are limited in their
ability to send or withdraw funds.

If you have questions concerning this restriction, please
contact us using the link below:

https://www.paypal.com/wf/f=ra_default

Thank you for your prompt attention to this matter.

Sincerely,

The PayPal Account Review Department

Note: When you login to your PayPal account, be sure that the website's URL always begins with "https://www.paypal.com/". The "s" in "https" at the beginning of the URL means you are logging into a secure page. If the URL does not begin with https, you are not on a PayPal page.

Subject: Fw: Notification of PayPal Account Restriction

***I PROCEED TO EMAIL [email protected] THE FOLLOWING:

Damon this is Joe Richey at [email protected] and I am writing
because once again paypal has restricted my account even with a rolling
reserve in place. Please call me at **** ASAP as I wish to
resolve our issues right away or I am ready to close my account for good as
I do have my normal merchant account which has not given me any problems to
date. Be advised I have orders from this week that were ready to be shipped
in full, I am now restricting these orders to nonship status until the
monies are relaesed. If I dont hear a resolution to this matter consider my
company gone for good. Joe Richey

*DAMONS RESPONSE*
I can't do anything about the restriction but I have forwarded it to our
Merchant Review team.

Thank you for your patience.

Regards,
Damon

*JOES RESPONSE*
You may forward to your review team that I am now taking all paypal info off
my site and I will not return and I am going to notify my customers to begin
the chargeback process and resubmit their order through my normal merchant
system. This service is unacceptable.
Joe W. Richey

*DAMONS RESPONSE*

Hi Joe,

Advising your users to file chargebacks could make you liable for more
chargebacks. I would not recommend doing so.

Regards,
Damon

*JOES RESPONSE*

We shall see. I am done with paypal and I am telling my customers the same.
I am done discussing this. You will be hearing more as my customers get
these notices. Joe W. Richey

DAMONS RESPONSE*

Hi Joe,

I have always been available when you have had an issue. I have also made
sure that your issues were directed to the correct party quickly. I am going
to ask that you not advise your users to file chargebacks, as it will do no
good to either party.

Regards,
Damon

JOES RESPONSE

Well Damon I agree your great but damn it gets old having to do this every
month!!!! I agreed to a reserve and have always paid my bills with you guys
but some pen pusher or computer system is keying on my account and to be
honest I am tired of it. You see we run a large amount of ecommerce and we
are growing daily. I have had my share of complaints, which your company
has too so I dont want to hear any risk issues behind these restrictions.
Plain and simple if Paypal wants to keep me in as a merchant release the
restriction so we can function as a business. I have covered all of my
expenses and paid all chargebacks so I dont understand the concerns. I even
agreed to the reserve. Then this? I expect the restriction lifted tonight
or I will close this account tonight.
Joe W. Richey CEO

THIS THE END OF MY STORY! I WILL UPDATE IF ANYTHING DEVELOPS!

Damon, I don't seem to understand your reasoning in your response suggesting that the person with the restricted account not advise users to file disputes with their credit card company. If buyers with goods that are not shipped file a dispute, and then pay by other means, what would he be liable for, besides the money he is getting by other means anyway? You may charge 10 dollar fees for chargebacks, if that entire 1800 dolars is comprimised of credit card payments for goods that are going to be chargebacked, and those 10 dollar fees create a negative amount in the user's PayPal account, I don't believe any reasonable collections agency or court (if you wanted to recover the amount for the fees) would find that the user is liable for these fees, since you, by restricting his account, are the reason for the chargebacks in the first place.

Hi andrew123s,

Let's say that nwrebel resolves their account issue, which means they have the payments in question. They then decide to take the money out, but they still have advised their users to file chargebacks (which will come in months after the fact)...they would still be liable for the chargebacks with the account closed (and 10.00 per chargeback to boot)

If NWREBEL does not resolve their issue, or if they advise us to refund the payments, we can send the payments back to the buyer.

There are no reasons to advise any users to file chargebacks in this case. I have already escalated the issue to the proper department, and NWREBEL should be hearing from them directly.

My message was intended as a hypothetical, what if the account restriction wasn't resolved in a timely fashion even with the user's assistance, sorry if I didn't make myself clear enough. I also had no idea that users that had their accounts restricted could have the payments refunded to the buyers by just asking PayPal to do so. Now that I know this, I understand why it wouldn't be good to ask users for chargebacks, since PayPal could just refund the payments without having the buyer have to file a dispute.

Hi NWREBEL,

Please remove the information about the representative. They are not a general customer service representative, which means you will not be directing users to someone that can help. Every chargeback filed against you will result in another $10.00 charge that you will be liable for.

I have also advised you that advising your buyers to file chargebacks could create additional expenses for you, so I would recommend working the issue with the party you have been talking to.

Sorry the good thing about the United States is freedom of speech. I will not do anything about my posts and I will post it all over. I will expose paypal to fullest extent possible and getting a dollar out of me will be like getting blood out of a turnip.

Hi NWREBEL,

Then I will have the post removed for you. I don't mind my information being posted, but that party will not be able to handle general customer service inquiries. I have also advised you to work the issue of refunding your buyers with the department.

For the record I just received this email from AuctionWatch and I guess its not kosher to share facts. But I would invite all to bookmark in case the big whigs at paypal try to make me disappear.

Feel free to communicate with us as we are very open and willing to share the details.

I wish to report that paypal released the restriction within 24 hours. There was no reason given.

Recommendation:

Step 1 - Change your PayPal registered email address so that no additional payments can come into the account.

Step 2 - Withdraw all funds from your PayPal account ASAP.

Step 3 - Close your PayPal account ASAP.

Step 4 - Transact e-commerce using your own merchant account. You'll still have the occasional hassle but you won't be dealing with a company that does business with known fraudsters and uses lies and deception as a routine part of their daily business.

NWREBEL:

I just checked out the PayPal page that you have set up. Good job. I have added similar pages to my 4 websites. There are several of these pages out there on the web now. Three or four of them wouldn't do any good, but before it's over there will be thousands.

Eventually PayPal will learn that it makes more sense from a business standpoint to do what's right in the first place instead of using lies and deception to save (or make) a few bucks. I have several newsletters that reach over 30,000 people per day. Each issue has a link to my "PayPal page". My organization also sends out hundreds of emails per day with the URL to the "PayPal page" in the signature block. I know I'm not the only one doing this either.

Unless PayPal steps up the the plate and starts acting like a responsible business, these pages and emails will be all over the web. At some point they'll be overwhelmed with negative press and they'll suffer a loss of business and revenue for it. A handfull of people doing this won't cause PayPal to change. But I believe that soon there will be thousands of these web pages and emails all across the web. All it takes is for PayPal to screw the wrong people.

I wonder if there are any news channels that we can contact concerning Paypal. You know those "Crime Watch Channels". We need tv coverage and then once the tv coverage takes place we contact our sentators to pressure them into regulating them. I already contacted John McCains office who is head of the the committees that could do something.
